Replacing fan

I'm replacing the thermostatic fan on my 70 1600 with a solid spacer and
a 4-bladed fan. Question:  What is the technique to remove the old
"floating" spacer?  There is an allen head on the shaft, but it's small
and I'm having trouble getting torque on it (the engine is out and fan
belts are off.)

Would appreciate any hints from those who've been there.
