It's a fact that the first 300 or so 1500cc Fairladies (sp?) imported
into the US had single carbs.  I owned one of them (it was registered as
a '63).  The first 300 also had a stamped steel, chromed valve cover
instead of the cast aluminum one the "later" 1500s got.  If you don't
believe they came that way, take a look at the left inner fender liner
on any pre-67 Roadster.  You'll note that the recess for the air cleaner
embossed in the fender liner is too small for the stock 2-carb air
cleaner, is not the same shape as the 2-carb air cleaner, and is right
between the two carbs (where the single carb originally lived).  The
later air cleaner just happened to not interfere with the fender liner,
so they didn't bother to change it until the 2 liter motors came along. 
First time I actually noticed this was when I put the 2 liter engine in
my '66 and found out the stock air cleaner wouldn't fit in the fender
well recess.
