Here's my guess; It lets a little air into the engine bay, which then needs
to exit under the car or through the wheel wells. It doesn't have a "ram air"
effect too much as it's not a particularly high pressure area. The only real
high pressure areas would be the very front (grille area) and base of the
windshield (that's why the plenum chamber for the heater and fresh air ducts
are there). It's mainly a styling feature.
