It's cosmetic.
There is a 'road scoop' on late cars that ducts air (hot off the road)
into the bottom 3 inches of radiator. Not sure if it's any more
effective than the hood scoop, but it looks like it could do some good.
Probably went with the radically recurved (miscurved) distributor...
