I can tell you that it's not something worth doing yourself.  I tried it a 
couple of decades ago and gave up after expending a hell of a lot of effort. 
I ended up having British Wire Wheels do the work.  They did an excellent 
job at the time.

Yes, it is true that buying a set of replacement wheels is very likely 
cheaper than having the originals refurbished, but for some originality 
takes precedence over price.

Anyway, thanks for the feedback.  I plan to pass your comments on to the 
person who is looking for a reliable rebuilder to do the work.
