Bill,
TR6's came stock with rubber bushings between the steering rack and
the frame (with a u-bolt and bracket assembly to attach) These mounts
get stiff and allow the steering rack to slip - which could be the cause
of what you report as not returning to center. An easy solution that
cured mine permanently is to fit the older aluminum bushing blocks for
TR4 instead of the rubber.
No guess re the force required to turn though.
