The US EPA and DOT exemption dates are 25 years from date of 
manufacture.  The state you try and register the vehicle in may, or may 
not, have a such a rule.  They're allowed to require the vehicle to 
meet the same standards for emissions and safety as any other vehicle 
of the same age.
