Hi  Craig. In your note you don't say whether the non flooding when stopped
is with ignition, hence pump, "ON" or  not.
If it floods ignition (pump) ON, I would suggest checking the needle valves
in the bottom of the float bowl,  and the bending of the lever arm. The
original pump was probably a (horrible) SU, again probably lower pressure
output than the  one you have, therefore a pressure regulator, set low
(experiment with setting) should  probably help.
