You can use any kind of solvent, although you may prefer to avoid those
that remove paint. :) I use gasoline, kerosene, diesel fuel, paint
thinner, or what ever else I have handy at the moment.

Any weight of motor oil will do. There's no answer to your "how much"
question. The idea is to coat the mesh with a film of oil so it will trap
dust, so soak it well and let the excess drain off.
Instead of motor oil I sometimes use chain saw bar oil, on the theory
that its extra "stickyness" helps the film to stay put longer. Seems to
work well.
