Bet so.

I am almost sure that bolt-on steel wheels were standard, and Rudge
centerlock knock-off wires were optional.

My guess.  The welting and such have dissappered from many cars over the
years.  Since Cobras didn't have them on the front fenders, it is not
hard to believe the customizer did this right away.
