The Haynes and Bentley shop manuals both have good directions on 
tuning the Zenith-Stromberg on the rubber bumper MGB.  You do adjust
the carb with the engine running.  The oil in the damper has no effect on
the idle mixture.  You are supposed to do a rough adjustment with the 
needle (use the special tool so that you do not risk breaking the diaphram.),
followed by a fine adjustment with the air bypass screw on the side. (It's
a white plastic nob with a brass screw sticking out of it.)  I never noticed
that
the fine adjustment had any effect on the way the car idled or ran.

 These sound like the tonneau bars.  You fit the two pieces together so
that they make a sort of "C" shape with the open end facing the
front of the car and the flanges pointed down.  The flanges fit into a pair
of 
slots just behind the doors.  You put the hood down and roll it up as 
described in the owner's manual.  Then you put the tonneau bar in 
place and cover the top with either the "boot cover" or the tonneau cover.
The tonneau bar keeps the tonneau cover from sagging.
