Did Arizona have State smog laws in 1967?
If not, what are they using for standards for these tests?
The Federal law did not go into effect until January 1, 1968.
How can your county apply the law retroactively?
I didn't think anywhere in the USA except California had smog standards
for cars before the Feds instituted them in 1968.

You mean a 40DCOE side-draft? Hard to believe that will be any cleaner,
as it is a racing design. Also, I would think that it would be
"tampering" with the car in the law's eyes.
