Vaccuum advance on MGA 1600

I recently bought a 1959 MGA coupe - a great driver with only a few
cosmetic problems (so far), and a couple of mysteries.

1. The line (tube?) that is (I think) the vacuum advance line is not
connected at all to the distributer. It just hangs there, close by. My
question is, is it necessary to reconnect it? If so, HOW? I admit to
not being much of a mechanic, but I'm willing to try to learn anything.

2. The car runs very rough when first started - enough to shake the
entire car. Then, after a minute or two there is an almost instantaneous
change and it purrs as smooth as can be. Sometimes I think that I hear a
tiny click of some kind at the time that it smooths out, but not always.
What's going on here? Could it be related to #1?

Any help or advice will be greatly appreciated.

Bill
