Hi Keith,
I can tell you what I did in my TR3.
- Undercoating over paint on the underside.  She originally had no paint on the 
underside, just undercoating over metal.  Where the undercoating barrier was 
breached, rust spread from that spot under the undercoating, loosening it.

- Drilled drain holes in the low spots that could collect water between panels

- Went back to factory original rubber mats for the floor and no carpet under 
the seats.  Wet carpeting seems to me a major cause of rust.

- Paint and undrecoating behind the front wing splash pannels.

- Larger drain tubes at the bottom of the boot flange

- Calking where two panels run side by side against each other

- replaced all felt pads (around petrol tank) with rubber pads that do not 
absorb and hold water.

- Made sure those enclosed areas were well primed and painted

- Waxol sprayed in those tight enclosed areas. Three applications with at least 
a month in between.  It cracks when it drys.

- I won't leave her uncovered in the rain like some dreaded previous owners did.
