Phil, Two possiblities...is your fuel pressure too high so that gas is being forced passed the needle and seat through the jets. I run the 45DCOE on my mini at about 4.5 pounds and anywhere from 3.5-4.5 is probably fine. secondly, did you set your float level per the weber book? This is important.
