This is probably a bad solenoid.  I have the same problem with my TR7,
particularly in hot weather.  If I stall in traffic, it can be a real pain. 
Usually, the solenoid will make good contact after repeated tries.  In addition
to moving the bendix gear to mesh with the flywheel, the solenoid is a switch
for the battery to the starter motor itself.  It must pass a very high current
each time the starter is used, and the contacts where the current passes will
become burned after a while.  Assuming that you cleaned all the connectors
before hooking things up, I expect that you will have to replace the solenoid. 
It's too bad that the solenoid on my Triumph couldn't be opened.  The contacts
could probably be cleaned with some emery cloth.
