This would certainly depend on the thickness and thermal conductivity
of the paint - if the paint is very thin and matt black, it will help
get the heat out (not much, but some). If it has low thermal conductivity,
is at all thick, or is shiny, it will either not help or it will hinder
heat dissipation.
