Something like this is done with large underwater constructions, such as the
San Francisco Transbay tunnel. Sacrificial electrodes are placed in the water
at some distance from the structure, and a voltage is imposed on them with
reference to the structure. Metal is constantly plated onto the structure from
the electrodes.
But in those cases, it's known exactly where the current is going, and in
what direction. I don't think passing a current willy-nilly through a car body
is going to do any good except for J.C.Whitney's pocket book!
