Well, er, um, I've done some modeling on this and actually it's just
the stochastic behavior of large particles with a poisson velocity distribution
in a uniform flow field.
Which means that things flowing along that don't have identical speeds
just naturally clump up.

(Another result was that the expected rate of traffic accidents goes
up exponentuially with traffic volume, which I've verified with DMV
statistics. Depressing thought, eh?)
