Remove the leatherette kick panel inside the footbox (several Phillips screws).

There is a bolt head right in the middle.  Remove it.  It holds on to a strut
on the fender.  If you have ever seen a fender off a Midget, you will know what
I mean.  There may be more than one, put I am a little fuzzy on this.
