So a TR-2->4 has wet sleeves and a 1500 Spit has dry sleeves.
Dry sleeves would seem to be less trouble. Until you go to change them.

"permanantly pressed" is an oxymoron if you have a big enough press. Unless
they are into a closed end on the bottom. Not even Triumph is that stupid!

Actually, if Triumph did not expect them to be changed, why use them at all?
The block is cast iron, right? What are the sleeves made of? If you can
get a good purchase on them, they should come out no matter how long they have
been in there. You just may have to take the block to a backhoe bucket
builder to find a huge enough press.
