I think that is your problem right there. The starter gear is not
extending fully. I had the same problem on my 1973 Yamaha motorcycle.
That had a kick start, so I never fixed it. :-) Anyway, I would
suggest that you either rebuild the starter, or just replace it. It's
not that uncommon for a starter to fail like that. Hope you get it
working!
