It opens a small hole in the floor pan, so that the remains of
your 32oz. 7-11 store soft drink, which spilled on the last hard
left, can drain out, and not go sloshing around your feet.
And, this is an even more important function than it might seem at
first glance. Otherwise, (and, as Dave Barry says, I am not making
this up), if it is 1974 and you are a high school senior from
Winnetka, Ill., bombing around in a $150-but-God-are-you-proud-of-it
TR3, your girlfriend will turn around, notice the spilled Coca-Cola,
and, in an attempt to improve the situation by diving for the paper
towels, knock over a lurking jar of (don't ask) Tang Breakfast Drink,
which will (as Dave Barry says, I am -still- not making this up)
undergo some kind of remarkable chemical reaction with the Coke and be
converted instantly into indestructium, hence bonding the rather tatty
carpeting onto the rear floor for the remaining life of the car, not
to mention filling and sealing any rust holes which may or may not
have been present in said floor.
Really.
