This worked for me in several occasions, one on a broken tranny bolt on my land rover and the other on a sheared motor mount bolt on a cortina. Use a hardened punch to make large "dimples" at 12,3,6,9 oclock on the face of the sheared bold. Next turn the punch at about 30 deg to the face of the bold and tap the bolt at right angles to the direction of rotation. Change dimples as the bolts works around.
