Greg,

Not familiar with the 1406 right now (but will be as that's the carb going
on the motor I'm building for my car), but all carbs are very similar. The 
screw on the linkage is your idle speed adjustment. You want to be running
around 650 rpm in gear with your foot on the brake when it's warm. When the
choke is on the choke cam should kick the motor up to around 900 - 1100 rpm.
The two screws on the front with the springs on them are your idle mixture 
screws.
Screw them down all the way, then back them out two full turns. Start the car 
and
continue backing them out. As you back them out, you'll hear the car start to 
run
stronger. At some point, the car will start to run rough again. Turn it back in 
a 1/4 to 1/2
turn from there and you should be good. One thing to note, turn both screws 
identically.
