I'm not sure I fully understand your question but I'll take a stab at it.
On a '74 the fuel pump is mounted on the engine block so it is mostly
pulling, not pushing fuel. The fuel pump pulls the fuel from the tank up to
the pump, then pushes it to the carburetor.
Is the problem that you're not getting any fuel to the carburetor?
