It *seems* like the SB708 is currently on 'hold' per Florez -- but otherwise
is on it's way to become passed. It also appears to be dramatically
changed: cars 30+ years old are exempt, but if there is a sobriety check
point and a car is seen to be smoking, then it can be assigned a smog check
regardless of age??? If this is the case, it is far different from the
orig. legislature.
