Welcome to the world of Bricklins. The overflow reservoir isn't pressurized.
There should just be a plastic cap on it. If you can't find a cap, you can
buy a new reservoir pretty cheap at most any parts store. Then you wouldn't
have to bother cleaning the old one.
Since the reservoir is dry, you need to make sure the overflow system is
working. Check that the radiator is full of coolant and that the radiator cap
is working. Also make sure the overflow tube isn't plugged or kinked.
