They are (or were) on your computer, likely in the Windows System directory
since they are windows system files. They are supposed to be there and were
put there by windows. I can save you the wait for what symantec has to say

Don't ever delete files only on the basis of an email. I stand by my note
to not spread these hoaxes around. Slap these hoaxers right in the face and
