side mirrors

   On my side mirrors.  the drivers side one will not stay in place where I 
need it to go, the second you let go of the adjuster it moves back where it 
was.  and the passenger side will not move at all, its stuck in place and I 
can swear I remember that one being able to move by hand before I had the 
car painted.  does anyone else got this problem?  and is there any way to 
fix it.
