Bad Horns?

My horns don't work.   I checked and the relay works and I'm getting 12 volts 
to the horns but they don't work.  Could the horns themselves be bad or could 
it be that they are not getting enough current?  I've never heard of horns 
going bad but I guess it's possible.  Can I test them by hooking them up 
directly to the battery?
