This is NOT an uncommon problem.  There are several possibilities:
1. Bad sending unit
2. Bad ground connection to chassis from sending unit
3. Bad fuel guage.

Usually it is either item 1 or 2.  We did a pretty good article on trouble
shooting and replacing the sending unit in the Jan 98 issue of The Brickline.
