The vaseline stuff is probably dialectric past. Unless you've had a fire
or some other major problem, the fuse block should be fine. You may have
to take the fuses out of their holders and clean the holder and fuses. I
also strongly suggest that you clean all the connectors, check for broken
wire (especially at the spade connectors), etc.
If you have lots of money feel free to replace the harness. Typical cost
for the harness /w fuse block (only 1 of the 8 harness in the car) is about
$300. To completely replace all the harnesses is about $1,000.
