The end of the cable under the emergency brake handle is connected to a 
threaded rod.  There are two nuts (tightened against each other) on the end 
of the rod.  To adjust the cable tension, you turn the nut(s) on the rod.  
Make sure you tighten the two nuts against each other once you've taken up 
the slack.
