Fwiw. I was at a driving class (in order to keep a ticket off my record, such a
scam) when the instructor asked what we had done to be able to join him that
evening. Most were for speeding or rolling thru stop signs. 1 was for no front
license plate. This was west valley city cops about 3 yrs ago. If nothing else
the lack of a plate is a reason for the police to pull you over. The ticket was
enough to make the kid go to traffic school and pay a big fine.

My Uncle is a policeman in SLC and told me they don't enforce it anymore
because a lot of cars just don't have a good place for the front
plate....not sure if that is policy, or just him.
I don't have one on my MR2 turbo and have had it for 3 years without a
problem.

Police (generally), in Utah, are not charged with enforcing the "missing
front plate" offense but they WILL ticket for it if you are stopped for
another offense and ticketed for the "primary offense". This, generally,
will
vary from department to department BUT, if the nice officer wants to
"speak" to you due to a suspicious observation or "gut-feeling", rest
assured
that he/she may use the missing front plate as a basis for that
conversation.

The only time I've run into a missing front plate problem is the Salt
