I remember cones that were worth the 1 second penalty
back in the Midwest... Before most of the country
went to 2 second cones. SF Region had 1 second
penalties, but the apexes were usually 2 cones
standing side by side. If you just clipped one, it
probably wasn't worth the penalty. If you nailed it
solid enough to gain time, you'd nail both and get a 2
second penalty. Seldom worth it. It's only been a
few years since SFR went to 2 second penalties like
the rest of the country.
And you're right about "sacrifice cones."
