Toe-Out on turns is Ackerman and amount changes if the rack is moved.
Assuming the car is static and not moving you are correct, assuming the same
toe is set as previous to moving the rack...but Ackerman does you no harm or
good if you aren't in a dynamic situation. Things are also different if the
car has no suspension or suspension movement.
