Every type of claiming I've seen sets the claiming cost at whatever the
"normal" parts cost plus some percentage to account for the hassle. If
everyone is runnign the "normal" stuff, its cheaper for them to buy it
direct. Its only when someone runs the "extravagent" stuff that the
competitor has an incentive to claim the parts.
