Darren Madams responded to me offline and suggested I write to the SCCA
  to be sure. So I checked the national site and found that Howard
  Duncan is listed as being in charge of Solo Rules Interpretation.
  
I sent him an email yesterday, and this was his reply:

Darren also warned me that Howard's word is only semi-official, and that
  a real ruling would need to come from the SEB. But from the tone 
  of his reply, it doesn't sound like that's necessary.
