The how and why should be explained at the driver's meeting along with the
importance. The stick should be presented as "this is SO important that why
we have to have such a drastic penalty for those who don't carry their share
of the work." If that chases away any newcomers or occasionals, do you
really need them? The carrot is being able to participate in the first place
for such an inexpensive fee, the trade off is that you must work. Any newbe
needs to learn that right up front.
Maybe the reason you have problems is that you are willing to forgive and
forget rather than possibly offend someone? That would be offensive to me
if I carried my load but others were let slide.
