If your bolting through the floor, make sure you use hefty size backup plates
and that the wood floor is secured properly. Wood don't hold much! Attaching
to or around structural steel better. Keep in mind you won't get super strong
welds on those.
I don't think the location matters a great deal, but pretty much straight down
or an inch or two for and aft is probably better than getting it too far away
from the wheel. If you locate it far from the wheel, remember that you will
apply stress to the wheel in that direction when your cranking on it. Maybe
not the best thing.
If it's a fendered car, remember that you need room to ratchet the strap
handles. Sometimes you can run out of room between the fender and the strap.
