Ahh, the early 90's was before my time with the SCCA. And $1500?? YIKES!
No wonder it failed miserably. That's a hella big ticket price. Hmm, I'm
sure the autographed doodad was the deal-maker for many folks too.

It needs to be priced under 4 figures and available on an installment plan
for us po'folk. No neato geegaws or doodads needed. Just make it a good
deal compared to paying 15 or 20 years worth of dues.
I can see no downsides to such a program and it puts more "up front" money
into the SCCA's coffers. OTOH, if they're lousy investors at HQ, it'll go
down in flames.
