In case anyone is interested it turns out it was the AFM. Somehow a fault
with the AFM was preventing the ECU from turning on. Not exactly sure how
but I have the defective AFM and when (if?) I have time I am going to see if
I can figure out how it failed.
The shop (Mike's Place in Phoenix Arizona) that was doing the work traded
the AFM to me for the ECU I bought (pretty reasonably priced from a
Miata.net classified) so now they have a 93 CA ECU. The shop was very fair
with me in terms of labor charges so I am very pleased.
If you ever need work done on a Miata in Phoenix I would reccomend Mike's
Place.
