Tire removing tools?
If it is just removing the wheel from the hub for a quick look, should be no
problem. If you are talking about taking the tire off the wheel, that's
better done in impound NOT on grid, so the car can be moved and the next one
can get in its space. Not a good idea to render a car inoperable --
immobile, even! -- while still in the competition area, including grid.
There will be people wanting to get in their grid spots as early as possible
as they have other things to do (including that last coursewalk, and work
assignments for some).
No debate with the intent of the plan, however! "Active" scrutineering
benefits everyone but the miscreants who are caught.
