It's not easy, but it can be done.

The mongrel car was built to the letter of the rules. You could, for
example, purchase a car for more than 2000, and sell parts off it, and then
buy parts to end up at a total budget of $200x. The miata was purchased in
this way. This  was legal.

GRM has modified the rules for '04, and the original price of the car cannot
exceed $200x. This may help with some of the credibility you're having issue
with.

Our car wasn't a stretch of the imagination, not even the carbon fiber hood.
And with $19xx something total spent we came in 12th.

But we were in it for fun, not for the win (well, maybe the autocross... And
considering the company, we're tickled we got third!). The majority of the
competitors are also in it for fun. The Mongrel car(s) - the Miata and the
2002, prove what you can do if you give it your all.

PS. We paid $50 total for three turbos. Two of them were free. They were all
junk, but we built them into one that worked... Kind of.

I gotta tell ya' the credibility of those "$200X" cars has been getting 
thinner and thinner over the years.  "I sold the stock air cleaner for
