This line of reasoning would make sense in a monopolistic arena. But,
since no one tire company has a lock on the market, the tire company that
pulls that stunt would be immediately trumped by another manufacturere
who would jump in with a cheaper tire and there goes the "big profits."

All of this worry could be avoided with a nice inexpensive spec tire just
like a lot of the racing series are going to.

All one has to do, is make a treadwear 140 tire that is a dry-tire only
that
costs $200/tire or so. That will require the 2nd set of wheels and the
tire
cost will eclipse that of Hoosier AS's. At that point, there ceases to be
an
advantage of having the street tire requirement.
