The only time you need to worry about strict legality for a given class is
Divisionals/Tours/Nationals

Locally, you can declare anything legal anywhere as long as it meets safety
minimums. Yeah, you can put a Phantom in H Stock if you want.

That said, I was all ready to dispute Eric's contention until I looked into
the rulebook -- a 3-wheeler might not fit the mandatory definitions.

1.2.1 (required section): "An automotive competition in which one CAR at a
time negotiates a prescribed course...." [emphasis mine -- and karts may not
be cars but have their own specific exceptions]
12.1 (definitions section) "Automobile (car): A self-propelled land vehicle
running on AT LEAST FOUR WHEELS...." [emphasis mine]

Probably could not even run a Morgan 3-wheeler under those definitions. And
FWIW, while we Britcar people might consider that Moggie just an odd car,
most states would license it as a motorcycle. Ditto the old Isetta
front-door 3-wheeler.

Yeah, I'm afraid I'd agree with Eric (and with equal regret). Unless he had
that letter with him, probably signed by Howard, Tasha, or Doug Gill --
sorry, but no.
