Ron Conrad had pretty good luck running (are you ready for this?) Sumitomo
215/50-13 tires on his Civic, their "50H" series I believe. And IIRC, they
were around $50 each from the Tirerack.
A quick search of the Tirerack's site for 215/50-13 tires shows a HTR200
Sumitomo in that size for $43 but it has a treadwear of 380.
