As a total outsider, given the situation you describe, the reason is
apparent - if he told someone of one specific thing to fix, they'd be
much less likely to go through the car thoroughly and bring everything
into compliance, which was the stated goal.
I have no idea of the actual motivations or people involved, but that's
a logical conclusion from your description.
