There's a fair amount of automotive research capacity in the U.S. -- all
these years of CART and sports cars...and yes, even NASCAR -- haven't let
research and test technology pass them by.  And there are *dozens* of
low-speed wind-tunnels in the U.S. desparate for paying customers.  Show up
with a check, and it's even possible to get time in some of the NASA wind
tunnels.  The problem isn't researching, designing or building a car -- it's
figuring out how to buy into Bernie's Kingdom without losing your shirt, and
finding a driver and engine capable of competing in the top quarter of the
field.
